The purpose of this study is to find out the whole educational works that an elementary school must execute within one school year, and to propose some suggestions to elementary school and educational administrative departments. An elementary school in Taichung City was chosen as the study object. 1505 official papers from higher authorities and 229 intra-school documents, totally 1743 documents, were collected and analyzed in the school year 2000. First, all the documents were divided into six working groups, such as ”Principal”, “Dean’s Office”,”Students’ Affairs Office”, “General Affairs Office”, “Student Counseling Office”,and “General Teachers”. Then, the documents of each group were sorted on the monthly basis. Next, the documents were further categorized systematically based on the content of documents by content analysis method; thus, we may know the proportion of each working group and their job content. The results of this study are as follows: 1. Among the official papers from higher authorities, the documents with the subjects of “activities for general teachers” out-numbered the others, followed by those of 「filling-in information」. The others were as follows: “construction of school buildings”, “attending meeting”, “instructing students’ activities”, “evaluation” and “other works”. 2. Among the official papers of the school itself, the documents with the subjects of “activities for general teachers” again out-numbered the others, followed by those of “learning-related students’ activities” and “life-oriented students’ activities”. The other most common types of teacher-associated works were “filling-in information”, ”evaluation” and ”other works”. 3. The elementary school teachers were more commonly found to be overloaded in terms of quantity than quality. 4. The strategies to simplify elementary school teachers’ workload are as follows: (1)the adaptation of sharing resource strategy, (2)the adaptation of labor contract strategy, (3)the integration of the competition activities of different offices, (4)the appreciation of the substantial value of every meetings, (5)the reinforcement of the communication with higher authorities.
