How to service every examinee and to test in a fair environment are important topics on real-time test platforms. The system might make the test unfair because the resource is not enough. Therefore, this thesis needs to take care with the test-fairness problems. In general, the examinee likes to test on the fair environment. When the system’s resource is not enough, the test-delay situation may happen. However, there is no study to research the test-fairness problem. In this thesis, it proposes new data-segment strategies to solve the latency fairness and the bandwidth insufficient problems. This strategy can solve the problems after we simulate the data-segment strategies.
