According to previous research results, there are three factors to influence the performance of high-tech start-ups, namely, entrepreneurial resource, external environment and strategic behavior. But no model is given to interpret the inter-relation within and between these three factors and start-ups performance. In this research, we propose a model to clarify the relationship. That is, entrepreneurial resource and external environment both influence strategic behavior, and strategic behavior will be responsible for the performance of high-tech start-ups. Also, the effectiveness of incubators is examined. Totally, 129 questionnaires were collected from 824 samples of IC-design, bio-tech and the firms located inside incubator. To analyze data, we use one-way ANOVA, cluster analysis and regression analysis. The summary of the analyzed results are: 1.The most critical factors to start-ups performance is resource oriented, management structure, growth oriented and entrepreneurial culture in strategic behavior. 2.There is no obvious effect of external environment to the strategic behavior of high-tech start-ups. 3.The strategic behavior of high-tech start-ups is influenced mostly by R&D and manufacture capability of entrepreneurial resource. 4.The services provided by incubator have no real help to improve performance.
