| Summary: | 碩士 === 國立臺南大學 === 國教所初等教育學系學校行政碩士班 === 90 === The purpose of this study was to explore the education staff opinions of private management of public elementary schools in Tainan County and Tainan City.The study contains three parts. First, this study want to understand the possibility of private management of public schools system in Tainan County and Tainan City.Second, this study explores the outlay, financial standard, curriculum and teaching, personnel affairs ,practice object and limits of private management of public schools. Third, based on the study findings, the suggestions are offered for the educational administraction authority .
This study had methodologically adopted questionnaire survey. The population
was the public elementary school’s staff in Tainan County and Tainan City . Using
the stratified sampling method, the researcher selected 768 staffs from 86
elementary schools for the study. The valid samples were 577. The instrument was
“Questionnaire of the opinions of private management of public elementary
schools”.The data were analyzed by using statistics of frequency
distribution ,percentage and Chi-square Test..
The main conclusions of this study were as follows:
1.Charter schools and B.O.T were suitable in Tainan County and Tainan City.
2.Adopting the model of B.O.T to manage elementary education could slove the
financial burden of government.
3.Adopting the model of charter schools to manage elementary education could
proceed communization of school and develop special features.
4.Most of staffs agreed that schools possess autonomy of finance.
5.Most of staffs agreed that the financial standard of schools should be relaxed.
6.Most of staffs agreed that schools can design curriculum and teaching individually.
7.Most of staffs agreed that schools possess autonomy of personnel affairs.
8.The salary of private management of public schools must be equal to public
schools, but can arrange the method to encourage the excelent teachers.
9.It is first to put the private management of public schools system into practice in
newly established schools.
10.The private management of public schools system can attain some goals:“It
can promote the quality of teaching”, “It can make use of education resource
in effect”, “It can loose the educational organism”, “It can practice the
school choice”.
11.The private management of public schools system may have some weak points:
(1)The goals of private industry is not correspond with educational goals.
(2)The administraction of school is unsteady and expensive.
(3)The responsibility between private industry and school is fuzzy.
(4)Because of imperfect legislation, it may profit commonalty.
(5)It is not easy to assess the quality of schools.
(6)Private industry places stress on efficiency and education staffs bonnce.
According to the above conclusions , the following suggestions were
offered to the educational administraction authority:
1 .It needs to take “Charter schools ”and B.O.T into consideration.
2 .The government should give autonomy of finance.
3 .The government should give autonomy of curriculum and teaching to school.
4 .The government should give autonomy of personnel affairs to school.
5 .It should make laws to protect the interest of educational staffs.
6 .The newly established school should be practiced firstly in the future.
7 .It is necessary to hold public hearing to catch some more advice.
8.It needs to establish the evaluation of standard of private management of
public schools.
9 .The private management of public schools shouldn’t adopt high price in tuition.
