In additions, through the evidence analysis, this research sorts out the opinion thriving on operating the private management of the public schools education system. The opinion will be presented as the reference for policy-making for other schools that operating within the framework. The following research methods were used: data analysis, survey, and interview. 62 out of all elementary and junior high schools in Tainan City were used for the survey study. From these 62 schools, 852 samples were drawn. While 743 of the questionnaires were returned (the return rate was 87.2%), 705, or 82.7%, of them were effective and was run by using the SPSS package software. The statistics results include percentage, frequency, and Chi-square test analysis. The interview was targeted at the teachers, parents, principals of the Tainan City’s elementary and junior high schools, the members from the Educational Reform Union, scholars, and the related policy executive personnel from government agencies of the entire country, there were 21 in total. Two major conclusions were drawn from the above study: 1. Conclusion on the possibility of the private management of public schools model. 2. Conclusion on the exercise of the private management of public schools model. This research also proposes further specific suggestions: 1. Suggestions for the private management of public schools system. 2. Suggestions for the government’s impetus to the private management of public schools system. 3. Upon completely the above research, this study proposes suggestions for further investigation concerning this topic.
