The research methods are literary analysis, questionnaire survey and interview. First, to search related literatures, and study the meanings. Second, to search the aspects and the measurement of school public relations and the meanings of school effectiveness. And then to study the relationships between the two. In addition, to use the questionnaire by mails, investigate the related information of school public relations and school effectiveness, and analyze the results. To design the interview topic by the results. Finally, make conclusions from the discovery of the research. The samples of this study are 557 school staves of 58 elementary schools locating in the Chunghua. The results are analyzed means, standard deviations, t-test, one-way ANOVA, Pearson’s product-moment correlation, multiple stepwise regression analysis. The results are as follows: 1. The Chundhua elementary school’s public relations are beyond the average level. 2. The elementary school’s school public relations are differentiated by the varied caused of personal background. 3. There are high position correlations between the whole school public relations. 4. The Chunghua elementary school’s school effectiveness is beyond the average level. 5. The elementary school’s school effectiveness is differentiated by the varied causes of personal background. 6. There are high position correlations between the whole school effectiveness. 7. The higher the school public relations, the better the school effectiveness. 8.
