Concrete with water/binder 0.6, 0.7, 0.8 were cast and tested. Both properties of fresh and harden concrete were performed. The testing result of fresh concrete shows that the more quantity of epoxy powder reduces the slump, and the testing results of harden concrete are listed as follows: (1) compressive strength and splitting strength are not different between addition of epoxy powder; (2) the more quantity of epoxy powder reduces the elastic modulus, and capacity of water absorption, and increases the resistivity, and ultrasonic pulse velocity; (3) in the sulfate degradation test, the more quantity of epoxy powder shows the higher resistance of sulfate degradation. According to the testing results, the optimal quantity of epoxy powder by replacement of sand in water/ binder 0.6, 0.7, 0.8 are 176 kg/m3, 186 kg/m3, 193 kg/m3 respectively. In addition, the workability of concrete should be controlled in the utilization of epoxy powder on concrete.
