This research thus focuses on the practicability of transforming school library to resource center. According to an interview with 261 principals, directors, staffs, teachers, librarians, and parents that were randomly chosen from 33 elementary schools, the results are as following: Current situation 1. The primary function of school library is to support teaching. 2. The way how school library supports teaching has transformed from passively waiting to help to active participation. 3. The problem among many schools is the short of space, budget, equiment, professioness, and human resource. The practicability of transforming school library to resource center 1. 4/5 of interviewees approve that it is possible to transform school library to resource center. 2. The current transformation should focus on coordinating human resources and on suiting the measure to local conditions. In a long run, the emphasis will be put on the construction of particular resource center to support teaching and to provide the environment for active learning. Planning for an ideal resource center 1. The organization of an ideal resource center should be defined as the first level administrative unit. 2. Human resource should include professional administrative staffs as well as compurter professionalists. 3. There should be annual budget along with information technology to help provide an environment of good quality. 4. Functionally speaking, the resource centers will help promote the idea of using books to facilitate learning, improve teachers’ professional development, provide environment and facilities, help develop curriculum and teaching materials, support on-line teaching, and help teachers design assessment. 5. The concept of how an ideal resource center works should follow the direction of companionship, technological and spacial integration, resource sharing, and innovative school organization, etc. 6. Responding to the need of “electronicalization”, the developing strategy of future resource centers should adopt digital management and help schools design curriculum and integrate teaching resources. Conclusion To sum up, the government should clarify the definition of resource center, make laws to direct its organization and the use of budget, and provide personnel certificate program. Meanwhile, the schools should require administrative staffs to support teaching, provide appropriate environment and facilities, encourage teachers to improve teaching by making good use of technology, integrate community resources, help implement evaluation and assessment, as well as make awarding measures, etc. to enhance the functions of resource center.
