It tries to find out the problems and the factors affecting HRE implementation from analyzing the teaching projects, teaching process, students’ assessment and teacher’s reflection. The study applies observation, interview and document analysis as research methods. According to the results of the research, the major findings are: (1) the teacher’s transformation in HRE teaching viewpoint reflects on the teaching plans; (2) the teaching goals, concepts and implementing steps in hidden teaching viewpoint are indistinct; (3) the teaching projects are integrated and put the emphasis on students’ lived experiences; (4) visible and hidden ways are both the ways to infuse HRE into teaching; (5) teaching events are the teaching strategies of HRE, and various methods as well; (6) comparing to the teacher , the students are still disadvantageous in the discussion of learning programs; (7) even the teacher thinks that HRE is everywhere in the teaching process, the HRE is easily nowhere; (8) due to the time limitation, the activities to practice HRE are few; (9) students’ assessments are focused on written tests and authentic assessment, and the teacher’s reflections are focused on technical reasons and practical actions, and the teacher needs to strengthen her critical reflection; (10) the teacher’s self doubts, the peer’s pressure, the requirements of administrators, parents’ recognition and educating style and time problem are the obstacles when a teacher implements HRE in school; and (11) students’ feedback, teacher’s HRE belief and her personal character, HRE working shops, teacher’s growing groups and parents are the factors that make HRE implementation possible.
