After economy development and population growth, the livelihood land uses would be increasing. Under the circumstances, converting agricultural land use to livelihood land use would be a pressure if there is no more livelihood lands. Today, Taiwan becomes the member state of World Trade Organization (W.T.O.) in 2002, the agricultural products markets of Taiwan is opening step by step, as results, the unnecessary agricultural lands should be increased and the pressure of converting should be increased after Taiwan imported large qualities of agricultural products from others. In this way, how to evaluate converting these unnecessary agricultural lands to living-use or ecological-use then be an important problem of making resource allocation decision.
The U.S. Department of Agricultural has developed a method of suitability analysis for use in the protection of agricultural lands. The system is comprised of two parts: land evaluation (LE) and site assessment (SA). When combined, the system is known as LESA. LE incorporates four rating system: capability classes; important farmlands classification; soil productivity; soil potential. SA considers factors such as location, adjacent land uses, zoning, and other considerations which determine land suitability. This study exactly established an agricultural lands allocation decision support system by means of LESA system; more over, Taoyuan County is selected for simulation of the allocation of agricultural lands. The first step is Department-analysis, it display the class distribution by high-low points of living, ecological, productive potential. The next step is Comprehensive-analysis, we put the weights by means of the preference of decision-makers in and make a ranking rule to assign the use of each grid land.
Though the building of an evaluation model and the analysis of real examples, the following resulting were obtained:(1)The agricultural land allocation decision support system can provide several different scenarios for the government to make the decision of allocating these released agricultural lands.(2)It could be the guide (directive) project of resource allocation under development permission to make sure the agricultural land resource management can follow the rule of both total load control and allocation control.(3) The influence of the weights by means of the preference of decision-makers on the agricultural lands allocation decision support system is very significant.
