Through comparing the natures of common industries and medical care providing industry, we could establish the study foundation of clinical quality management and confirm that the clinical quality management suits the theories of common quality management. On the base, we could check the completeness and appropriateness of clinical quality management mechanism in public hospitals. In the end, the suggestions for the studied organization will be brought out. The framework of total quality management includes three aspects. They are structure design, process implementing and outcome checking. In the study, we analysis the quality management mechanism in National Taiwan University hospital by the framework and compare with the system of common industry organization. Several conclusions we got from it are 1.In the structure aspect, even though there is a hospital-wide clinical quality management organization structure in the hospital, it lacks department-wide quality management mechanism. 2.In the process aspect, several quality management tools are used in hospitalization, surgical operation and emergency treatment. It is insufficient in establishing quality policies and policy deployment mechanism. Besides, the hospital managers should enhance education and training in clinical quality management. 3.In the outcome aspect, the acute care quality indicators have been developed in the hospital, but the feedback system of indicators are not constructed completely. Furthermore, the concepts about clinical quality cost should be considered.
