It usually focuses on water supply problems, such as reservoir operation, building new reservoir and so on. Because of the environmental protection consciousness and the government budget deficits, the traditional water resource planning is not flexible enough to respond to future diversified challenges such as droughts, rapid economic development and population growth, and the change of water using patterns. These changes in the demand sides cause more uncertainties in water resource planning. The study area covers the biggest agriculture irrigation command area of Taiwan, two large cities, and major industrial park which is still under construction. The complicated water supply infrastructures are suitable for this research of interfacing demand and supply in a regional water planning decision support system. This research establishes linkages between water supplies and demands in a regional water planning decision support system. The decision maker may understand the demand and supply situations under different scenarios through this flexible system, and better decisions in regional water planning can then be expected.
