A Study on Taipei Community Planning Service Center : the analysis of the status quo and implementation

碩士 === 國立臺灣科技大學 === 建築系 === 90 === Since 1996, Taipei City Government has incorporated the notion of community planning into the main policy of Bureau of Urban Development (BUD), it has encompassed four major phases: Community Environment Reconstruction Plan in 1996, the implementation of Community Planner system in 1999, the practice of Community Development Plan in 2000 and the installment of Taipei City Community Planning Service Center (CPSC) in 2001. As a practitioner of CPSC of Shin-Yi District, I discover the gap between the original notion of installment of CPSC and the authentic implementation. For this reason, I conduct a qualitative research on the status quo and implementation of CPSC. In present study, I designed an open-ended questionnaire to investigate the difficulties encountered at each CPSC. Data were collected from two aspects :(a) interviewing officials of BUD about their primitive perception of the installment of CPSC; (b) interviewing the specialists and researchers about the implementation of CPSC at the same time .KJ method, including recording, grouping, figuring ,and description, was employed to analyze and contrast the gap. Moreover, in present study, data were discussed in two issues :(a)the interrelationship between the implementation and the weakness of contract system;(b)the gap between related cooperation and resourceful support from current sources. The first issue revealed the ambiguous role, the immaturity and excessive work-load at CPCS. The second issue indicated the ineffectiveness of related cooperation, the lack of budget and the incomplete framework of human resource. In conclusion, the ambiguous role of CPSC and insufficiency of human resource at CPSC are the major pitfalls appearing in the community service center. The solutions, suggested by the researchers, specialists and practitioners, are readjustment of the function as well as the role of CPSC, and incorporation of the current resources from the following aspects─the corporation of the local government in each district office, the reinforcement of the community planner system, the instruction from the specialists and the education of community development in the community college.
