碩士 === 中國文化大學 === 建築及都市計畫研究所 === 90 === To make a comprehensive survey of the development of community environment planning in Taiwan, there are many assignments still needed to be discussed and brought up more solutions . This study considers on public-participating level that establish the relationship of cooperation among participators in the process of community environment planning will be helpful to avoid conflict from participators and prompt the management and development of community sustainablely by cooperation of residents , professionalism of experts , resource of industries , and remedial measures of government department . Thus , this study review literatures and establish theoretical structure at first . Then , probes into the development situation of overall community planning in Taiwan , makes investigating items and evaluation construct , and selects “ Fusheng Neighborhood” as the case study . Finally , applies the conclusion and recommendation as reference after investigating and empirical analyzing . According to review the theory and literature , makes investigating items which of four steps : “cooperation motivation” , “development of cooperative action” , “cooperation inducement” and “situation of cooperation” in the process of cooperation , and evaluation indicators : “goals of community planning” , “promotion of social relationships and the content of intimate needs” , “community identity” and “voluntary community power” , based on factors affect relationships of cooperation , to be the basis of investigation and evaluation . After absorbing all useful investigated information , this study gets the achievement separately from four steps : “planning” , “developing” , “building” and “operating” as : 1. In the process of public participating in community environment planning , the cooperative relationship between residents of Fusheng Neighborhood and the management of Core Pacific City , as an external impact to the community , expressed the phenomenon as “conscious of cooperation” , “conflict from environment impacts ” , “negotiation , attempted to make cooperation acted” and “the relationship of cooperation broken” step by step . 2. Community environment improvement planning --- the living lane improvement planning of community on Lane 106, Sec. 4, Bade Rd., carried out .The residents of Fusheng Neighborhood and community planner cooperated to achieve a short-term goal and create the prospects of community environment planning . The conclusions and recommendations of this thesis not only attempt the suggestions from the experience and difficulty in the process of cooperation but also construct a simple evaluation frame as reference for future community researches . This study expects to improve planning jobs by dealing with the problems of participators , provide a evaluation frame to be the norm of evaluating community policies , and give a point of view --- considers the new way from relationships of cooperation to public participating in community environment planning .
