The "water-based" trash collection system provides no direct relationships between the amount of garbage generated and amount of water used by each household. The system is not only unfair, but does not induce householders for trash reduction. Therefore, the user charge system should been adopted. After comparing the strength and weakness of different systems, and collecting empirical experiences of foreign countries, we found the system that pick-up fee charged by amount of garbage can effectively reduce the less trash and increase resource recycle. The research makes a survey of Taiwan''s garbage collection system and a benefit-cost analysis of Taipei''s Per Bag trash Fee. The results show that trash amount was reduced by 30% and recycling rates was tripled. Not only the designed purpose was reached but promoted the principle of equity. The new system also results several problems, such as dumping illegally, counterfeit trash bags. Other cities usually use regulation to require citizens to separate garbage. The final suggestions of this research are that the fee should be adjusted according to the treatment costs, and reducing the production of garbage rather than reducing trash collected will be a better policy.
