The purpose of this study is to operate a theoretical design based on the theory of design cognition. In contemporary urban developments, “parks” is defined as public space for citizens. How “park design” is executed in the multi-value society? This study attempts to reveal general values behind the park design process, through which a cognition model was proposed. First, based on the departure points of design cognition and the multi-value model, the study reviews the references and theories of parks, and analyses design texts associated with urban parks at Taipei, through which, the study states that ‘the park design is not merely an argumentation between functions and aesthetics or uses and controls, but an interpretation of cognition values of parks ‘. The researcher categories five groups of values as a cognition system, which includes real-use value of parks, experience value of landscape, operation value of parks, representative value of society and urban value of site. Second, based on theories of design cognition, landscape design process and interpretation of value, a theoretical model, which describes the processes of interpreting value, is further proposed. The model serves three functions:1.To describe the relationship within the cognition value system, the design process and the contexts. 2.To assist the development of design issues. 3.To control the designers’ black box thinking by normative design process. Finally, A design method, which apply in design as feedback of model, is proposed in depend on the cognitive model. The three concluding remarks drawn from the study are: 1. “Parks” are forms of space given to “park value”, and thus “park design” is a discussion about interpretation of cognition value system. 2.The model developed in this study will provide designers with design procedure in interpretation of values. 3.Park Design ought to response to the change and continuity of park values.
