The Chinese students volunteered to pursue democracy by following the harmonious way, however, the PRC communists, based on their fears, suppressed students’ movement. That way, people around the world could be much aware of the PRC communists’ nature through June 4th incident.Chao Tzu Yang had wrongly estimated the development before he formally gave a visit to North Korea. April 24th, the second day of Chao’s departure, Li Peng assembled a political board conference. The students’ harmonious movement has been called “turmoil” with the board members’ unanimous determination. Deng Hsiao Ping delivered a significant speech, which was according to the result of the conference, on 25th morning. Deng’s contents in the speech had been edited and published as an editorial on People’s Daily on June 26th, which evolved into Tiananmen incident afterwards. Tiananmen incident has brought a critical damage on U.S.- PRC relationship. George Bush, the president of the United Sates, was forced to made a decision, which was against his will, by the PRC communists’ ferocious suppression. The long-term U.S.- PRC relationship was gravely influenced by economical sanction, which has been formulated by Bush’s administration. Bush himself was looking forward to building a fine and friendly relationship with China before the incident took place. As a result, he attempted so hard to improve the relationship by establishing a secret channel, which was for the bilateral communication. National Security Council Brent Scowcroft and vice Secretary of the State Lawrence Eagleburger were assigned to be the secret emissaries after Bush fully evaluated all the strategic causes under the prohibition that was formulated by Bush’s administration. The decision making process of the secret emissary event is conformed to Allison’s rational model. Though literature review method has been applied through this thesis, Allison’s decision making theory would be applied in order to be different from other studies, whose themes are mainly regarding Tiananmen incident.
