The study of libraries transformation from college upgrade to universities in Middle Taiwan

碩士 === 淡江大學 === 資訊與圖書館學系 === 90 === Technical and vocational education in our country plays an important part in economy development, cultivates many technicians in technical area. In about 1961, our country established many technical and vocational colleges, and educated the student technologies. Until 1995, the government announced that good quality technical colleges can be changed the system into universities, and the libraries of colleges system also changed. The focus of this study is to research the difference from twelve college libraries changed into universities libraries according to University Laws and the Execution Details of University Laws in middle Taiwan. Including library organization structures, human resources, collections, funds, library automations, and services, etc. The methods of this study are using questionnaire investigation, interview, and telephone interview. The conclusions of this study are as follows: A. Organization structures: Libraries in organization system of colleges in middle area of Taiwan have upgraded to the first branch. But Some libraries still set down the second branch. B. Human resources: Human resources of the libraries in the middle area of Taiwan become better. Leaders of libraries poses qualified an associate professor, but they have not graduated from Library and Information Department. C. Collection analysis: The total collections of technical university libraries in middle Taiwan have achieved the aim to hundred thousand volumes or pieces. But most of collections are Chinese books, and some of them are too old, the Duplicate are too many. D. Funds: The funds of technical university libraries in middle Taiwan have school funds, the support funds from Ministry of Education, and donation from foundation. The funds of a year have a little increased than before. The funds of the libraries should be increased if the libraries try to increase their service functions for their readers. E. Library automation: The technical university libraries in middle Taiwan have automated before 1997. Most of the libraries used PC library automation systems which developed in our country were cheaper and better services than others. The libraries have already upgrade their automation systems to work station that been used to five years except URICA library automation system. F. Services: The service time and total of readers have increased in technical university libraries in middle Taiwan. Every staff of library must serve more than thousand readers. It is difficult for staffs to have good services. Finally, I give above suggestions to Ministry of Education, the dean of technical university, the libraries, and the department of library and information science to improve the Library management system.
