Through the numerous activities such as school/community services, personal reflection, critical thinking, and introspection, the curriculum facilitates pre-service teachers to construct their own teaching philosophies, and improve their expertise and teaching skills, as well as to promote their professional development. The curriculum of professional service learning not only improves the pre-service teacher’s personal growth, career development, social development, and academic/cognitive development, but also supplies effective teaching strategies for teacher education program. It builds the cooperative partnership among the teacher education institutions, secondary/ elementary schools, and communities. The implementation of the professional service learning curriculum resolves the difficulty that the authentic learning environment is hardly to find. Also, the implementation fits the actual needs of the communities and secondary/elementary schools. The implementation of the professional service learning curriculum benefits all of the pre-service teachers, teacher educators, secondary/elementary schools, and communities. The curriculum of the professional service learning has been applied from abroad for decades, and the results turned out well. However, while implementing the curriculum of the professional service learning has gained more and more attentions recently, the curriculum has not been planned systematically. This study analyzed the existing literatures, and experts’ opinions of interview of volunteers for community service, teacher educators, and secondary/elementary educators, in order to design the curriculum framework of professional service learning suitable for pre-service teachers. According to the findings of this study, the curriculum framework of professional service learning includes: (1)the philosophy and rationale(2)the goals of curriculum(3)the content of curriculum: types and arrangements, the characters and contents of the service learning activities, implementation procedures, resources, the roles and responsibilities of the participants, and(4)challenges.
