Follow traditional organization operation model become rigid, and can’t change agilely to meet the needs of the environment when environment was changed. It’s makes the management and operation of organization enormous influence and challenge, so most of the enterprise review organization strategy again and start to adjust the organization operation model. To solve this problem and conform with the trend of the enterprise project management, our research published a adjustable and dynamic organization operation model: “Quality Project Operation Model”, which conforms with the nature operation principle of the macrocosm architecture of I_ching of Eastern philosophy, and combine the high quality operation principle of Western science, and becomes the integrated operation principle. The organization that performs this model can adjust the organization architecture dynamically to conform to the products architecture. Each level of project-based organization only responsible for develop its project, the communication between them is rely on the complete definition of the protocol. Our research is based on component-based develop methodology and applied to project-based organization operation model, and focus on: 1. The dynamic project operates model and each level of project-based organization is responsible for developing its project. 2. The project operates model internally. The evaluate principle is derived from the principle of changeability of I_ching, and use it to evaluate the current methodology and analyses gap. The system design is based on UML notation and verified the feasibility of the model by using scenario method, and wishes to develop the ideal operation model of organization and solve the original problem of software development.
