It not only has the advantage of minimal size, but also the feature of playing on your demand, which make it an extremely advantageous tool for the limited bandwidth in the Internet world. Therefore, it has been applied in various services now, for instance, TV video-on-demand program, broadcasting station music-on-demand services and some Web-based instruction program. Web-based Instruction is an inevitable development of Internet technology, and also an innovative instruction mode. It recently attracts fervent attention because it not only brings the promise of learning without limitation of time and places but also the possibilities of transforming traditional classroom instruction. A lot of research has been done to study the effectiveness of WBI. However, most of the studies focused on college students, while very few studies have been applied to elementary students. Therefore, this study is concerned with the learning performance of elementary students using web-based instruction. Streaming Media technology and ASP program were used to create an interactive instructional system. 34 fifth grader participated in the study. They were divided into two groups. One group received WBI for eight weeks, while the other group received traditional classroom instruction at the same time. During the period of time, five tests were taken to find out their learning performances. The results of this study led to the following conclusions: 1.No significant differences were found between WBI group and traditional instruction group. 2.For male fifth-grader, learning performances of WBI group is significantly better than traditional instruction group. 3.Low achievement student in WBI group scored significantly higher than low achievement student in traditional instruction group. 4.The use of Streaming Media technology in a web-based instruction environment brings positive learning attitude.
