A cross-sectional exploratory survey design is employed; methods include interviews and self-administered questionnaires. Survey questionnaires connect with the items of Meyer and Allen’s "affective, continuance, and normative scales (ACNCS)” and of Spector’s “the job satisfaction survey (JSS).” As a result, an analytically conceptual framework is built to design questionnaires and develop several hypotheses. Two types of survey questionnaires are administered including police and fireman. The types of measurement include Likert six-scales. SPSS Windows 8.0 is employed for statistical analyses such as Cronbach’sαtest, descriptive statistics, T tests, correlations, and an exploratory factor analysis. Also, based on the results of factor analysis, the variable of organizational commitment consists of 3 sub-variables and the variable of job satisfaction, 5 sub-variables, including both of police and fireman data sets. The results reveal that the respondents of firemen institutions scored higher affective commitment and normative commitment than those of fireman institutions. But, regarding to job satisfaction, policemen show a higher percentage of satisfaction on salary and supervision than those of fireman institutions. Moreover, organizational commitment is highly related to job satisfaction including both types of the police and fireman survey. The key functions of police and fireman institutions are to protect citizens’ lives and property. Meanwhile, organizational commitment and job satisfaction are two of the most important factors that influence organizational effectiveness. It’s necessary for police and fireman institutions to improve the level of organizational commitment and job satisfaction of their own. Key words: organizational commitment, job satisfaction
