The prison has a negative image associating with darkness. Such a stereotype lasts even though most prisons in modern countries have been transformed to educational agencies with both segregation and behavior correction functions. Working conditions of the prison employees might not be comfortable either. They confront prisoners who have long suffered from contentment and thus become irritate and violent with deep hatred and hostility against the wardens. Furthermore, prison employees may not have regular duty schedules to fit their family life. Neither do they have good opportunity for promotion. This research undertakes in-depth interviews and field observations to make comparison between the Tainan Prison and the Kaohsiung Women’s Prison. This study aim at exploring the factors influencing the morale and thus turnover intention of the prison employees. It investigates both managerial arrangements/policies and personal factors, and finds out that the on-duty system, job-family fitness, and working environments are among the most important contributors of the turnover intention.
