Summary:碩士 === 長榮大學 === 土地管理與開發學系碩士班 === 91 === In this paper, literature review and the previous publications could be determined the evaluation structure of factors that affect land development potential under considering the security, enconomy and convenience principles. Based on the analytic hierarchy process, weighting of each factor could established. The primary factors can be divided into two categories:nature disaster and area term. The former evaluation value of each factor could be decided with current disaster evaluation index. Through questionnaire , the later could be made an examination of the influenced distance of various facilities and the extent of expertise. By the Max-min method and the fuzzy integration, expertise opinions could be integrated and the suitable distance of facilities could be determined. After calculating the evaluation value of factors in area term, the valuation model of land use potential of the plain region can be established. According to the result of questionnaire, weighting of nature disaster and area term were 0.665 and 0.335, respectively. Among them, the weighting of flood disaster and transportation facilities are largest. They were 0.356 and 0.447, individually. This result was the same as the acknowledge of actual land use and development. By applying process, public facilities had eight items, include the senior high school, university , activity center, gymnasium, town park, city hall, Police Station( fire brigade) and waterworks( power company). The most suitable distance of suggestion was 1000, 1500, 750, 1500, 900, 1600, 1100 and 2700 meters, separately. Then transportation facilities had six items, include station of the rapid transit, station of the high speed railway, bus stop, air terminal, interchange and main trunk highway, and the suitable distance was 700, 2100, 500, 2600, 800 and 500 meters, separately. The abhorrence facilities had nine items, include the thermal power plant, sewage farm, fuel gas slot, refuse disposal factory( incinerator), grave( crematory), funeral home, transformer station, jail and nuclear power plant, and the suitable distance was 3600, 1800, 1200, 2500, 1700, 1000, 700, 5000 and 22000 meters, separately. Through above procedure, the near area of Tainan station of the high speed railway was adopted as the research object, and the land use potential index would be built up. The results showed that the potential in the district of the east side was greatest, can be used as the usage of the high density. The potential in the district of the west side was lowest, can be used as the usage of the low density. However special usage should depend on function and purpose, consider the value of nature disaster and area term, respectively. For example of the transformer station, that is a importance facility, but also a abhorrence facility. To decide the suitable site should match the principles of the high security and lower area term. Review with this disposition of the study scope, it showed that current programming matched above principles.
