With the advanced digital technology, meanwhile, it is dubbed “integration broadband service” by integrating sound, image and data as well as offering interactive functions. Traditional telecommunication company, cable TV company and computer industry have converged integrated broadband service providers as well. At the time when international telecommunication companies and cable TV companies keep on competing for integrating the broadband service domain through competitive and cooperative strategies, this study will delve into in issues about what competitive and cooperative strategies the fixed network providers and cable TV operators in Taiwan area would take in response to changes under an trend to integrate the broadband services. Moreover, this study will make further exploration into the future direction of competitive-cooperative strategies available to operators for reference in strategic direction. In view of value chain of business, this study works to explore the roles position and strategy direction of fix network providers and cable TV operators at the time integrating broadband service providers reconstruction, and thus understand the profit change condition of the integration of broadband service industry according to view of profit pool, in hope of having a good grasp of changes for the mutual competitive-cooperative relationship through preceding discussion, and finally studies the operators’ competitive-cooperative strategies by with game theory. This study arranges some current competitive-cooperative strategies between international fixed network companies and cable TV companies as follows: (1) Trans-industry operation by fixed network providers and cable TV companies which construct fiber-optic network respectively. (2) Integration between fixed network providers. (3) Fixed network providers seek for appropriate cable TV companies for merger. (4) Cooperation between Cable TV companies and fixed network providers. Findings by this study indicate that it shows the competitive-cooperative relationship by fixed network providers and cable TV companies in Taiwan area in operating and integrating broadband services: 1. The original monopolistic manufacturers would bring about response on output and price at the time when competitors join the monopolistic market so as to stop new manufacturers, and it may secure the long-term profit if the monopolistic dominance can be secured, event though the short-term profit was lowered strategically. 2. As new competitors are over-excess when the fixed network industry is open, that appears uncooperative predicament between them that consequently lengthens the time for monopolistic status that the original can maintain. 3. Based on “tripartite theory”, there appears the revolutionary coalition when the appears equivalent competition among the three new fixed network providers, but there exists no revolutionary coalition according to this study when it indicates that the original monopolistic operators’ dominance is greater than new operators’ coalition. 4. When integrating broadband service industry convergence integration, there appears the game of “employer-employee relationship” among those competitive manufacturers which are inter-manufacturer complementary, while there exists the dual-win strategy of both parties’ returns increment in the long-term cooperative strategic options. It is exactly to be in accord with the dual-win strategy of value creation presented by Brandenburger and Nalebuff. 5. According to analysis of dominant strategy, new fixed network providers and cable TV traders’ dominant strategy shall be exploratory cooperation in the current phase under a condition of a rational pursuit of returns maximization. When statutory decree lifts a ban on operation, this study expects a high possibility of strategy to merge cable TV undertaken by the private fixed network providers in view of an international operators’ competitive-cooperative strategy under the exploration of this study.
