Parties, Judicial or Police authorities need arbitration and investigation from arbitration authorities for clearing up the attribution in accident when it happens. As the results characterized by resembling quasi-judicial adjudication can clear up the attribution in accidents and damages compensation, the District Traffic Accidents Arbitration Committee and Appeal Traffic Accidents Arbitration Committee have to implement the arbitration deliberately. The qualities over process and results in arbitration operations would affect the image of government. This study surveys the parties or relevant persons who attended in accident arbitrations in the twelve District Traffic Accidents Arbitration Committees in year 2002 by mailed questionnaire. The achieve response rates is 20.32%. Among accident treatment by police authorities and operations by the District Traffic Accidents Arbitration Committee and Appeal Traffic Accidents Arbitration committee, this study shows, using Ridit analysis, that people give the highest satisfaction in the items of “time spent in arriving at traffic scene”, “the sketches drawing at scene” and dissatisfaction in the items of “rules applicable pronounced preliminarily”, “content into details pronounced preliminarily” over accident treatment by Police authorities; the highest satisfaction in the items of “one committeeman with law background at least”, “well-timed notice to meeting” and dissatisfaction in the items of “contents of arbitration report”, “rules inadequately applicable” over the District Traffic Accidents Arbitration Committee; dissatisfaction in the item of “incomplete chance of parties expressing the details of cases” over the Appeal Traffic Accidents Arbitration Committee. Statistically, it show that the canonical correlation coefficient is 0.631 and the index of redundancy is 24.831%, the study shows the dissatisfaction over neutrality of member in the District Traffic Accidents Arbitration Committee, elaborate and well-timed arbitration report have mutual effects on dissatisfaction over incomplete pictures at scene, incompleteness and irrelevance of inquiry minutes, inexact treatment in Police authorities. For the aspect of resembling quasi-judicial adjudication, people are generally inclined to be dissatisfied with the procedure justice such as chance of parties expressing the details of cases, and considerably dissatisfied with no chance aforesaid given by authority, particularly the Appeal Traffic Accidents Arbitration Committee. Although somewhat dissatisfied with the District Traffic Accidents Arbitration Committee of Taiwan Provincial Government, people are much more confidence with them than other varied arbitration institutions such as nongovernmental arbitration groups. As a result, even the police, District Traffic Accidents Arbitration Committee, or Appeal Traffic Accidents Arbitration Committee receive some negative feedback from people for their imperfect decision on attribution in accident due to arbitration, there might be some improving references for every modest government organization to review and renew.
