The researcher, as a land-value assessor, would like to suggest that without thorough review and research, the problems will not be solved immediately. To understand the land-value assessor’s view points and further improvement, the current public announced land price value evaluation, a data-collecting procedure has been done from various academic papers, and visitations and interviews were also taken to the intellectuals and specialists. And the existing problems are: price evaluation, assessors’ view points, land-value assessment and other related prospects. As for hoe to improve it, a series of measures are to be taken as follows: A.Establishing standardized land system B.Building computer-based mass land assessment C.Other related measures After completed the above research, the design of questionnaires is needed for the assessors from Taipei City and Taipei County for further understanding. When the questionnaires were retreated, an analysis will be made based on Factor Analysis, Reliability Analysis, Canonical Correlation, Independent Samples T Test and One Way ANOVA Analysis. Upon research, the conclusions are as follows: 1.The current existing problems of the public announced land value system: one can judge that the current existing demerits of the public announced land value system are: due to the lack of land-price database that leads to its inefficiency to access the land-price information. It also cannot reflect the real price of each piece of land by each section of land-price assessment. It will influence the land-price assessment from the public announced land price, taxation to requisition. The actual selling-price will not be easy acquired that also affects the land-price form stipulation. It is unreasonable to judge the price from it prosperous streets under the routes-calculation method. Those are the most serious problems we are facing today. 2.The measures to improve the current public announced land price system are: with regard to improving the system, those who are for the standardized of each piece of land system are higher than those who are for mass-assessment price aided by computer. As for other concrete measures are as follows: A.Using geographic information system(GIS) to help assist the land-price sector regulation. B.Increasing the varieties of assessor’s exam, so as to acquire on certain extra qualifications. C.Establishing a set of rules for the standardized land-price assessment and regulate different ways of land-price assessment. D.Employing non-governmental assessors to take the task that’s distributed by level of government can the reliability be acquired. These are the first priority to be done with the current system. Above all, the research has concluded that the most available measures to be accepted at the current public announced land value evaluation are: A.To integrate GIS (geographic information system) so that land value database can be shared mutually and the efficecy can be raised. B.It is necessary to advise the departments concerned to carry out the standardized land system to which the demerits com be removed. C.It is also essential to revise the related laws that separate the public announced land value from its taxation and requisition compensation. D.To revise the related laws that will affect the indexes with the areas of the up-town and down-town land value. E.To add more exams for land assessors, in order to acquire on some certain qualifications. F.To establish a set of laws for standardized land price operations, to facilitate land assessors carry out their duty based on different means of ways. G.To set up real-estate evaluator system, with which government’s evaluation practice can be made by non-governmental evaluators. H.It is recommended that the departments concerned should hire more male workers than female workers to be land-price evaluators. It is advisable to the departments concerned that the polices to improve the current public announced land value system be made from down to top and reform vice versa.
