At the beginning of 1999 Mr. Cheng-feng Lin, the leader of Kweishan city in Taoyuan, pushed the establishment of the ‘Kweishan city guarding team’ positively because of Kweishan city’s adjacent location against Taipei metropolitan area, and usually the hillsides were dumped unserviceable clay by some willful ill contractors from Taipei. These illegal actions have affected the environment ecology and the safety of the inhabitants seriously, as a result, Mr. Lin not only made efforts to set up the guarding team but also asked the Agriculture Class (nowadays has expanded to Manpower Changes Construction Class) which was responsible for the control of cultivation and overflows in the hillside for suggestion and help.
Finally the guarding team had set up in April 18, 1999 and became the first and only one city guarding team in Taoyuan that has approximately 720 members and take charge of whole city. The Kweishan city authority drew up a row nearly 20 million NT dollars to maintain its operation every year, the budget is much higher than other cities in Taoyuan, while the other countries’ budget were about one hundred to two hundred thousand dollars drew up by the Taoyuan County Government Civil Administration Bureau. The Kweishan city leader has the duty to supervise that the guarding team has positive effect on the environment ecology and maintain the public security. Whether the team involves in local clique or not, the team is also concerned by the representative conference often.
Since April 18, 1999, the Kweishan city guarding team has established for more than four years. Researchers has took one month to observe, to have qualitative investigations at night, and to visit several villages of the Kweishan city for interviewing guarding members, police officers, cityman representatives, workers of the Kweishan city authority, and inhabitant of Kweishan city. Based on the analysis literature, the observation and interviews had suggested：First, the Kweishan city guarding team should be simplified and reorganized. Second, the police and political institution need to strengthen the training of team members. Third, the operation mechanism has to establish in order to supervise intensively. Forth, the local authority, the police and political institution should regularly hold the comparison and appraisal to view and emulate. Fifth, hold public security conference to strengthen the interaction among the local authority, the police and political institution, and the guarding team. Sixth, set up the communicating network between guarding members and the police and political institution. Last, reduce the convene of reserve military service by the guarding members’ attendances.
