The performance of public work construction is often evaluated by few indicators, such as budget consumption percentage, or separated evaluation on quality. However, this is incomplete and hard to understand the whole picture of construction performance. This research builds the construction project performance framework and measures. It starts from defining construction performance, then establishes framework and searches for measures. The framework covers the input, process, and output stages of construction projects and goals of cost, quality and time. The sources of measures are from policy of Public Construction Commission of Executive Yuan, and construction performance studies and evaluation systems, like Key Performance Indicator (KPI) of British government, and Capital Outlay Support Program of California Transportation Department, etc. The measures derived from the above are complete. The content of every measure is specifically defined and explained. This research also designs a tool for performance evaluation. The measures are tested valid on 20 construction projects, including civil, architectural, and facility. The measures can be combined for different construction stages and guide management focus in every stage. Setting the weights of measures, it can score performance to further detail.
