According to the past few tears drought experiences, the water-adjustment system should be discussed and built, In order to reduce the impacts, on our society and economy that is because of the water shortage. Water consumed standards, and water adjustment units. Therefore, the put pose of water adjustment system is to allot the water resources properly when the drought happened again. After considering the cause and effect we mentioned above, in terns of the territories features, we make plans for the water-adjustment system areas, set up a water adjustment or support urgent. Index in advance of the drought disaster caused, and takes proper measures promptly to save and adjust water resource. Those projects are to meet the goals of prevention and remedies, thus and so to reduce the damages. “Southern of Taiwan Science-Based Industrial Park” and “Luju Satellite Science Park” to be due to the set up of, the amount of industrials water consuming is shown a huge increase. Besides all of that, the SBIP also attracts more people to move into the region, of course, the daily water consuming also has its stable growth. However, in general, the water supply is usually unable to meet the demand in Southern Taiwan, thus always to channel water from the farm irrigation are replaced as our daily required. In fact, water resource providing consuming system is combined together and has been developed into an inclusive river basins water supply system. The study is focus on the working systems of the Tsengwen Reservoir, Wushantou Reservoir and Nanhwa Reservoir. It tells how the resources of water used and developed into an effective. Compute pattern and apply the Dynamic Network Flow Programming to predict where the water goes and make the water be utilized most effectively. The problems of water resource isn’t simply limited on the accounts of rain, instead, it’s the point on supply, adjustment, and managing. No matter the water shortage was caused by natural or human being. This study contains the compute patterns and provides a proper solution, in addition, to malice an effective remedy right away. So far although this study is focus on water resources practicing process of Tsengwen Reservoir, Wushantou Reservoir and Nanhwa Reservoir, it possesses the model of adjusting on different space. However, it’s not covered all the systems of southern water resource, but in the future, extending and revising the system will be more prefects and complete. Frederick N.
