Therefore, the purposes of this study were try to form a factors inventory from literature review, aviation systems, checklist and accidents causes. And then use questionnaire to singled out factors. Besides this study also investigate these factors relative importance. We wish this inventory can be introduced to airlines to control the risk factors and prevent the accidents from happening in advance. Concerning the inventory reliability testing, Cronbach''s α coefficient have been employed to test the extent of internal consistency and the stability of the inventory. For the construction of validity, the sub-model of Structural Equation Modeling was adopted to carry out second-order Confirmatory Factor Analysis. The suitability and fitness of the all dimensions and items have been thus verified. If this inventory was verified with adequate validity and reliability, it will be able to serve as effective instrument for the measurement of airline’s risk.
