However, after comparing the shaping of physical environment in the development area and the urban design guidelines, a gap is found between the vision of shaping the physical environment of urban design and the actual result of development. The gap between the vision and the actual result comes from a lack of mechanism to realize urban design vision in the current new community development system. This mechanism is called subdivision control.   On the premise to effectively realize the visions of shaping urban physical environment, this study aims to propose adequate regulations and guidelines of subdivision control in residential district which fit into the current urban design of new urban development. The study also makes efforts to minimize the gap between the vision of physical environment and the result of the physical environment construction within the covering range of subdivision control.   Therefore, the objectives of the study are: 1. First, explores out the intension and instructions of subdivision control. 2. Secondly, this study reviews the reasons why the visions of shaping urban physical environment can not be realized in urban design of new urban development. This study further explores the absent dimension of subdivision control in current urban design of new urban development. Moreover, this study clarifies the role of subdivision control in current urban design of new urban development. 3. Thirdly, this study proposes adequate subdivision regulations and guidelines that fit into the current urban design of new urban development.   Findings suggest that "Subdivision Control" is a Mechanism for realizing the vision of physical environment of urban design and providing complete area to be built. The 〝subdivision control〞 controls subdivision behavior by means of two instructions – “guidelines of subdivision” as well as “subdivision review.”   There are two reasons why the visions of shaping urban physical environment can not be realized. The first reason is the wrong implementation of the original law of the New urban Developing System, which causes the reverse order of control procedure. Secondly, there is a lack of integrated subdivision regulations and guidelines. The current guidelines of subdivision are not only incomprehensive but are also in conflict with development vision. This is the main causes of chaotic urban physical environment.   In light of the study achievements, the subdivision control under the current urban design of new urban development is the controlling mechanism which integrates, combines, and carries out the intension of the physical environment in the urban design. The intension of the subdivision control should contain the controlling objective, law, mechanism and documents needed to be examined. As for the content of subdivision guidelines, carrying out the development vision should be the objective; besides, the arrangement of cadastre and subdivision behavior in the process of new urban development ought to be put into practice.
