Without any efficient plans of rehabilitation for a long period of time, the environments of these traditional retail markets have been deteriorating and have become the poor areas in the city. Under siege of modern supermarkets, shopping malls and convenience stores, these markets have degenerated while fewer and fewer customers are willing to visit there. The future development of the traditional retail markets needs not only official regulations on their scales, but also further relative evaluation on the consumption of their potential customers, the competition in the commercial circles and the management of the markets themselves. Moreover, only with the related regulations as well as the policy set from both the local and the central governments can the revival of traditional retail markets be practicable. METHODOLOGY The seven administrative areas covered in this study are the Central, West, East, South, North, An-pin and An-nan of Tainan City. Both public and private traditional retail markets in these areas are included in this study. The focus is laid on the evaluation factors of the land area that each market takes, the potential consumption, the competition of the market in its commercial circle and the management of the market. By means of the study of current development and the application and analysis of statistics, we try to understand and discuss over the abolishment or further development of traditional retail markets in Tainan City. It will be mainly focused on the establishment of the location and the future of traditional retail markets in the light of city plan. CONCLUSION 1.As a whole, due to their long history and higher reputation, traditional retail markets will preferably be rehabilitated on the location of public markets in the early old areas to keep their management environment and competition. Thus, a better development with potential can be expected. 2.Nowadays, the traditional retail markets are facing the problem of over built-up and not being controlled properly; therefore, not being able to take the new model and facility to meet their customers’ need, the number of retail markets are far too many than needed. 3.In the Central and West areas of Tainan City, the land area the traditional retail markets take is statistically larger than the standard according to the regulation as a whole, but the function of daily shopping can not be exerted. Therefore, a thorough re-evaluation is necessary. 4.In the newly developed and urbanized areas, the East and North areas, with their expansion, can not count on the one-sided speculation of population, but both the level of development of each area and its commercial establishment and facility should also be taken into consideration to have the standard of traditional retail markets reset. 5.The land area of Tainan Municipal market exceeds the standard of the evaluation. Among the practice of the evaluation of the studied sample markets, the public retail markets are better than those private ones while, in practice, those retail markets in old areas are better than those in the new areas. 6.One of the main reasons why the local government-aided retail markets fail to improve is because civil or non-government resources can not be exercised effectively. Facing the keen commercial competition, the poor policy of government-aided markets will lead to the deterioration of competition of the retail markets run by local people and result in poor space design and exertion.
