The composition of dross is complicated and ununiform, the major component is aluminum oxide, the other impurities are metallic aluminum residues, aluminum nitride and aluminium carbicle both easily react to water and chloride salt flux for reducing oxidation of aluminum. The final residual often dressing off aluminum metal is still a waste to be proposal. This paper offers a new utilization technology for the residual of aluminum dross recycling. The idea of this proposal is focused on the manufacturing of high aluminum cement. The chemical composition of recycling residual of aluminum dross is still plenty of aluminum oxide, and it may be suitable for the raw material of high aluminum cement. The alkali metallic ions must be removed from the aluminum dross for this before to be the raw material of high aluminum cement. The chemical leaching method is applied to solving out the alkali metallic ions such as sodium and potassium. The solved material can be dried and to be used as water clean agents. The unleachable high aluminum surpluses can be calcined with calcium carbide waste material or limestone to become high aluminum cement. The high aluminum cement is manufacturing from completely melting of aluminum oxide and calcium materials in the kiln of 1600℃. The melt is quenched in water directly to amorphous phase. After a period of aging, this material grinds to ultra fine size of 5 micrometers of final cement product.
