It obviously points out that the firms should take the R&D and innovations to keep on their competitiveness. However, little has been done in the past studies in discussing the weighted Average of government Policy implemented for Encouragement of Integrated industrial Innovation and Research and Development. Accordingly, this study adopted AHP method to get professional’s (CEO’S) opinions on this issue. In this study, based on the classic work by Rothwell and Zegveld (1981), R&D and innovation policies are categorized into 3 levels:three policies, eight functions, twenty-three measures. The research methodology for the study makes use of questionnaire that is aimed the 5,000 bigger enterprise in Taiwan. The sample objection of this research is 500 enterprises that are 5,000 bigger in Taiwan. We analyze the integrated industry, generic manufacturing industry, high-tech industry, service industry and five life cycle (lead time, growth stage, first-adjusted stage, Mature-technology period, adjusted stage) industry. The findings that among the three policies (evaluation criteria):at integrated industrial enterprise, followed by the criterion demand-side policy, environment-side policy, supply-side policy; at generic manufacturing industrial enterprise and service industrial enterprise, followed by the criterion demand-side policy, environment-side policy, supply-side policy;at high-tech industrial enterprise, followed by the criterion environment-side policy, demand-side, supply-side policy;at five life cycle industrial enterprise, the criteria of the highest weight are followed environment-side, demand-side, environment-side, demand-side, demand-side.
