Although the backgrounds of the sports association development are quite different, every organization has its own running style in spite of how large models. Thus, if one know the running style of organization and its problem, one would be better to develop the sports association. Therefore, the purposes of the study were (1) to investigate the historical developments of sports association; (2) to understand the sports organization status of development; (3) pursue the problem of the sports association at the county and the city in Taiwan. Review of literature included all of the data collection in the book of Taiwan local sports association investigation, 1990. The interview consisted in sports professionals and many spots authorities. All of the data analysis was focus on the structure of the association; the model of the decision-making; the ruining style and the applied theory of the organization, etc. in Taiwan. Base on the results, it is concluded that the ways of head’s leadership of the sports association great influence on the effectiveness of running. Furthermore, the financial sources of sports associations should be more widely open in the ways of the donations and cut the expenses of association down. Meanwhile, the ways of the manpower should be best possible effect on training new recruitments. Local governments, in last, should offer guidance and incentives to their affiliated sports associations so that they can function and develop smoothly in the future.
