Recycled materials, which had been properly treated and qualified, could be applied to various kinds of domestic civil engineering constructions, according to their characteristics, then we can achieve the purpose of fully driving the regeneration of waste materials. The need and quality demand of our transportation systems had increased year by year due to Taiwan’s rapid economic growth. Therefore, the demand of raw materials for pavement engineering increases enormously. Thus, the exploitation of natural sandstones as raw materials in Taiwan is facing the bottleneck of supply shortage. As to promote the construction of public facilities that could give consideration both on environmental protection and sustainable use of natural resources, this research aims at the pavement construction, and divides it into four phases. First from collecting data to laboratorial tests, then from on-site pavement to practical applications, and gradually we proceed various types of cost-effective evaluation of recycled materials. With the cost-benefit analysis of both the classification of recycled materials and treatment technologies, plus the understanding of the recycled materials’ economical and environmental benefits, we can speed up the raise of the proportion of reuse and recycle in our country.
