It is definitely true that the development also affects our environment and causes many kinds of pollution. It seems impossible to create zero-pollution in the process of economic development. Because the environment has the characteristics of common property resources and externality, in order to let the externality to be internalized , at least through management. The study of environmental management becomes more important. Although our environment protection settings are late than the other countries , but there is much to be gained by sharing their successes and failures in designing and implementing environmental polices. We don’t have the time to repeat each others mistakes. So the thesis is talking about what causes environmental pollution, how we can protect our environment from the pollution and what the environmental policy will influence or affect manufactured businesses. Through the use of some externality economic theories point out what is the appropriate way to improve the Erhjin River. Finally we compare the case study of and other oversea successful cases. The conclusion is our environmental management just forward a small step, we are once used to the emission standards , it is belong to the end-of-pipe treatment; so some several environmental management should be taken against the passive principles-oriented government concerned. In order to promote our environment protection, the interdisciplinary need to be integrated. The thesis , however, is not so conclusive that it needs to be discussed openly.
