The loss of lives and property alone made it one of the worst disasters in Taiwan in recent years. Although the government recently had passed the Disaster Rescue and Prevention Laws, which carries out a system of policies and plans for prevention and rescue during natural disasters, however the magnitude of the damage from Typhoon Taochih still managed to reveal the problems of confusion and slowness to respond during first response for Taiwan’s prevention and rescue system. This study is a comparison and analysis of the spirit of the legislature and the background behind Taiwan’s Disaster Rescue and Prevention Laws and appropriate cases and materials from foreign natural disaster prevention and rescue plans. It will also discuss the holes that may be found in our governments managing of natural disasters. Finally, by discussing problems of implementation and the organizational structure of the disaster prevention unit by Hualien County during Typhoon Taochih, we can give suggestions to ensure that each unit of disaster prevention can correlate again and work together more actively. We would expect that the central government and the local government would be able to work better together in dealing with future disasters.
