碩士 === 國立東華大學 === 公共行政研究所 === 91 === Abstract This research studied the associated problems related to the marriage between Mainland China immigrants and Taiwan citizens. By developing a questionnaire, this paper investigated the process of illegal marriage for immigration in the areas of how they filtered the Taiwanese spouse, how they adapted themselves to the illegal marriage life, and how the immigration policy meets their needs. The main purpose of this research is to evaluate the current system and design a manageable organization to overcome the relative problems from the marriage mode. There were 562 return questionnaires which resided in Hualien County. This study found the Mainland Chinese spouses all presented a positive effect to their personal and marriage life. Majority of the applicants dissatisfied the current immigration policy. By studying the foreign immigration system, this research recommends releasing the limitation of residence numbers and working authority. Establishing an Immigration Organization to regulate the immigration policy, interviewing the applicants before and after their arrival, and providing the counseling services, the system will be able to control the numbers of illegal immigration cases.
