Summary:碩士 === 國立東華大學 === 教育研究所 === 91 === Abstract The main purpose of this research is to investigate the present developing relationship between “Education reform” and “Post secondary education” in Taiwan. As for the performance of “Community high schools project” , how do the vocational high schools adjust their structures and transformations ? The first thing is to understand the facts of the “Education reform” in Taiwan and study the experiences of advanced countries such as the United States, England and Japan. This study then analyze the cases in those advanced countries to handle the “Schooling community project” and “Comprehensive high school” The last thing is to compare the planning and practical affairs of “Community high school project” in Taiwan, and finally to propose a practical framework with the vision provide for future development. According to the “Hypothesis development” and “Research conclusion”, The researcher would offer suggestions to the educational administrations, senior and vocational high schools and later researchers for reference. Through the literature review and case study, the researcher adopts observations method in the transformation of Kuang-Fu vocational high school. Further more, the researcher also interviews experienced principals and their administration officers in other schools by a semi-structural way and questionnaire survey to teachers and students. The results are found as follows: 1.The trend of “Education reform” has changed from singular value into multi-learning environment ; extend school-oriented project to community culture of lifelong learning. 2.It is a core issue in “Post secondary education” system reformation for the curriculum reformation of “Comprehensive high school” to implement with “Academic year-Credit System” and “multi-entrance program”. 3.“Comprehensive high school” has been a focal point due to the changing of the whole education environment, the decrease of students’ resources and the narrowing of department variety, and it has to be readjusted and transformed accordingly. 4.It is the main policy in promoting “Community high school project” to reach the balance of the urban and rural educational resources, to offer sufficient proper learning environments, to raise the quality of senior and vocational high school. 5.The transformation of senior and vocational high schools to “Comprehensive high school” is the core value of “Community high school project”. It’s also the main-stream educational system of the secondary education, the urban type high school turned into “Community comprehensive high school” , rural type high school turned into “Community comprehensive high school” , “Schooling comprehensive high school” appearing at the same time. 6.The resolution of the problems in vocational high schools and the visions of the continuous management could be accomplished by reforming it into a community college after “Schooling community project” or an affiliated high school in community college. 7.To realize “Schooling community project” and “Community schooling project” , the “Comprehensive high school” should organize a strategy alliances with social construction unit to build up an interaction platform of schools and communities, set up “Internet” , and provide social construction unit with information management, for the purpose of the public-shared resources and experiences.
