| Summary: | 碩士 === 國立高雄第一科技大學 === 營建工程所 === 91 === The successful use of Value Engineering on construction works has been widely recognized and the technique of application is considered fully developed and very comprehensive in the end of the last century. In Taiwan, VE were also adopted in many new construction projects and many studies have been made on the use of VE on Taiwan High Speed Railway projects, Taipei MRT projects, and National Expressway projects. However, few were made on the use of VE on maintenance works.
This research reviews previous studies concerning the effect of VE on new construction projects and then focuses on the problems and feasible strategy of its application on the maintenance works.
It appears that except for the consideration of basic function requirements and cost effectiveness, the decision procedure of military works are relatively simple and independent. The finding are (a) that the decision maker need to accept VE concept, (b) it is hard to decide the timing to introduce VE in a maintenance work, (c) in general, maintenance work is smaller than new project and has few major items which affect the total project cost. It is suggested that due to lack of VE profession in military services, the introduction of VE to military can be divided in to many phases and a small scale experiment should be made to develop a strategy which can satisfy military demand.
