碩士 === 國立高雄第一科技大學 === 環境與安全衛生工程所 === 91 === Health management is an important part of industrial hygiene. The establishment anddue functions greatly concerns the right and welfare of employees. This was a descriptive study. Two questionnaires were filled out by subjects. A number of 698 empolyees responded to a questionnaire on satisfaction of the empolyee, while basic data of 32 health-care units were collected by another questionnaire. The number of health-care units that ought to be set up in the enterprises in Kaohsiung City sums up to 47, though after investigation there are actually 34 setups, of which 2 of those are cooperated with their relating enterprises. The rate of qualification is 70﹪. The functions of health-care units, including researches on occupational hygiene, vaccination and birth control, allotting jobs to appropriate employees, health promotion and education were not carried out by more than 20 percent of companies surveyed. The performance of health-care units in medical and health care service industries was the best among all the industries surveyed, however, the difference was not significant. National regulations in place were stricter than those of USA and European countries, wheseas these domestic regulations having not been appropriately enforced. Recently, the annual major policy goal of central government concerned is to prevent the happening of severe occupational accidents, and since occupational diseases are mostly chronic and not easy to find out, they are relatively neglected by all of the health-care units. Moreover, the high salary of doctors, which makes hiring uneasy, and the economic recession make the founding and working of health-care units hard to attain perfection. Therefore, at this current stage, it is more likely to take effect if, in my opinion, enterprises of more than a thousand laborers with more especially health-jeopardizing operations are put on the list of priority for improvement which gradually come to cover other medium and small enterprises. If it goes this way, in several years, there must be some fruitful results, which enable health management obviously move forward and the right and welfare of the labor thus securebetter guarantee.
