For airlines, the amount of investment is over billions U.S. dollars. Due to the fleet is not only the kernel operation of airline, but also is highly interrelated with business performance. Flight adjustment is the major factor to influence the benefit of airline, so airline looks this point as priority. How to appropriate response the requirement of space of aircraft is related with performance a lot. In general, airlines to get the right of usage can be included purchase and lease, in the way of purchase can get lower cost in long term, but in the initial period, it will have big first installment and interests. Craft by lease will get more flexibility in space of fleet adjustment to meet the market change. In the initial stage, airlines just need to pay little first installment can get the right of usage. But it will get more lease cost accordingly. This research considers these factors to structure the strategy of option of aircraft is purchase or lease. With above we can reorganize that there is closely relationship between management strategy and fleet adjustment decision-making. In past, no paper considered about the influence by adjustment decision. If airlines can adjust fleet in the right time, it enables to install capital more flexible, and make maximal profits for enterprise. With this research is stands the point of airline in face of the uncertainty of volume of transportation, under this situation, to take into account cost of management, cost of adjustment decision making of airline fleet, to comply with the unitization of airline fleet, by way of analytical methodology deuce, structure the direct and indirect cost, change the function of adjustment decision. This research is according to the methodology of dynamic programming to structure airline fleet adjustment planning math model, to make decision by purchase/lease the aircraft, the target setting is to minimize the total expected operation cost of airline. In this way can get the best short-term decision of airline fleet; furthermore, realize the volume of transportation it the main factor to influence the airline to make decision if extend airline fleet and also decide to adopt what type of aircraft. In case the uncertainty of volume of transportation goes high, airlines should not extend fleet, wait for the boom of economic is getting steady and better. To avoid the high utilization of fleet will get low loading of asset when economic is declined, that will direct influence the cost and revenues of airline; Moreover, the decision of residual value of old aircraft sales and cost of aircraft purchasing will influence the benefit of airline. If the forecast of accuracy of future by airline is high, then the total expected operation cost will getting low. Form this result, we know the research can be provided to airline to make decision, when airline in the face of interaction of cost and fleet utilization per different requirement, decide the optimal capacity of airline fleet. According to this model, it is not only can be referred to by airline to make decision for fleet adjustment, but also provide aircraft manufacturer making strategy to cope with the business cycle.
