As introduced above, the MOEA (Ministry of Economic Affairs) of Executive Yuan has proposed the industrial digital plans (A, B, C, D and E plans) to strengthen the supply and information technology capabilities of the small and medium enterprises from 1999 until now. The most effective and beneficial application for industries is the “e-Procurement” method. So the purposes of this research are defining and discussing the possible procurement difficulties, and describing the factors of the electronic procurement solutions from the organizational buying behavior point of view. The study provided a research framework of the organizational buying behavior factors of the adoption of electronic procurement methods in the enterprises. The research objects are the information industry in Taiwan, and focus on all the enterprises which have participated or plan to participate in the MOEA plans. The research used questionnaire survey and statistic methods included Rank Correlation Analysis and Friedman Test to find out the buying purposes, the decision factors and the extent of the e-procurement application by the enterprises. According to the result, the organizational buying behavior characteristics will influence the different electronic procurement operating methods or extent. The organizational buying behavior characteristics include supplier, group, participant, conflict/negotiation, buyer-seller relationship, communication and environment aspects, and this can identify and analyze the enterprises’ decisions in different buying situations. The study findings can be useful to the enterprises when they decide to set up e-procurement systems and they can get a whole picture about the organizational buying behavior factors in the adoption of the e-procurement.
