This study adopted questionnaires survey. The data collection was based on the two questionnaires, “Questionnaire of the current English teaching situation and encountering problems in elementary schools in Ping-Tung county(English teacher questionnaire)” and “Questionnaire of the current English teaching situation and encountering problems in elementary schools in Ping-Tung county(student questionnaire)”. The research subjects consisted of English teachers and fifth, sixth grade students in elementary schools in Ping-Tung county. This study reclaimed 163 English teacher questionnaires and there were 161 effective ones; and reclaimed 762 student questionnaires and there were 712 effective ones. The statistical techniques were descriptive statistics and Chi-square. The below were the five conclusions of this study: 1. The current English teaching situation in elementary schools in Ping-Tung county almost corresponded with the core rationale, curriculum goals, and executive emphasis of the Grade 1-9 Curriculum. 2. Most of the students had the experience of learning English outside school, and liked English class and textbooks, but they had difficulties in learning English. 3. The encountering problems of English teaching were different levels of students, lack of English teachers, and lack of correlative teaching media. 4. Management of teachers’ institute, providing correlative teaching media, and organizing English teaching resources center were the assistance which the English teachers and elementary schools needed. 5. The fifth, sixth grade students in elementary schools of different grades, gender, and the experience of learning English outside school had obvious differences on learning situation and learning effect. Based on the conclusions, the suggestions were raised for educational administrative organizations, elementary schools, English teachers, and future academic research.
