The research method mainly applied document analysis method and questionnaire method, and the tool has taken the self-designed “Questionnaire of the related problem for the screening test of junior high school teachers” and took the junior high school teachers at Tainan City and County as mother group to draw 448 teachers randomly as research objects by stratified purposes. Then, to proceed with data analysis with frequency distribution, chi-square test etc, statistic methods, and to offer the following conclusions based on document investigation and questionnaire results. 1. The authorities concerned of the teacher’s screening test is better accepted if the Educational Bureau of the city or county was assigned for arrangement and handling. 2. With regard to the teacher’s screening test qualification, it is unnecessary to include the regulation of the teacher’s virtue on the brief and concise statement ; neither did it restrict the enrollment age. Teachers who hold the handicap certificate shall be accepted in priority only when they got the same scores as the others on the examination. Males who have not done military service will cause the trouble to the school on teaching after being accepted. 3. To enroll in person for teacher’s screening test; the enrollment fees shall be separately charged for preliminary test and secondary; the acceptance promulgation shall be posted on that day, and it is best to post on the educational website. 4. The teacher’s screening test shall be classified into the preliminary test and secondary test two stages. When more than one person got the same scores, it shall be decided through the demo teaching to accept in priority. 5. The screening test method is all right, however, the distribution of the writing examination and examination method shall be further improved. 6. The employment of the committee of writing examination, oral examination, and demonstration teaching shall be further improved. 7. It is still an argument whether the newly accepted teachers shall be probated for one academic year. Based on the above conclusion, the following suggestions are submitted: 1. The teacher’s screening test shall be arranged and handled by the national organization and shall be accepted by different area. 2. To set up the regulations on males who did not complete the military service shall not enroll for the teacher’s screening test, and after completing military service, they shall be added certain scores when such test is taken. 3. To set up the teacher’s assessment system and to stipulate on the regulation that the new accepted teachers shall have a probation period. 4. To consider the justice, fair, and public of the screening test important, and to select the examination committee carefully, further, to strengthen up the objectivity on the examination scoring method. 5. To plan a concise and convenient screening test procedure, and to reduce special regulations of the examination qualification. 6. The screening test method shall be diversified; the proportion of the scores distribution shall be appropriate. 7. To consider the autonomy on talented personnel selection of the school as well as the credibility, also, to develop the function of the teacher’s assessment committee. 8. The research range may add in the other cities and counties; the research method may coordinate with seminar or interview method; the research objects may also include the scholars, professionals and educational administration personnel, the head of the teacher’s association, and the parents so as to build up deeper and sound data.
