While a strategy for the solution to these problems continues to be studies, a consensus that has been reached is that environmental education has a very important mission, and a good environmental management is a necessary means. The promotion and implementation of environmental management and education in school systems is of the greatest importance, especially in universities and colleges, which face a big environmental impact and bears a great educational responsibility. Among them, the vocational and technological colleges and universities are cradles of cultivating basic workers for enterprises. In the cultivation of these workers, technical and practical aspects are emphasized, and therefore these workers are the ones who have the most frequent contacts with environmental problems, and also the ones who are the most likely to hurt, and to be hurt by, the environment. Therefore, more concern should be placed on the environmental management and education in the vocational and technological colleges and universities. This study uses four vocational and technological colleges and universities as subjects of research by dividing them into two groups, one as the Demonstrative Schools of Campus Environmental Management appointed by the Ministry of Education, and the other as Ordinary Schools, for comparisons and contrasts to be made. The main purpose of this study is to explore the connections and implementations of environment6al management and education in the four colleges, as well as the differences of the students’ environmental attitudes, intentions, and behaviors as a result of different implementations of environmental managements and educations. It is hopes that the difficulties and defects in the implementation of environmental management and education, as well as feasible modes of comprehensive evaluation and operation can be found. Two different sets of questionnaires of the tow groups (Hungkuang University of Science and Technology and St. John’s & St. Mary’s Institute of Technology and DE-LIN Institute of Technology and Lee-Ming Institute of Technology as the other) were distributed to be filled by the students and personnel in charge of campu7s environmental management and education of each school. Differences in the scores are used in the comparisons and contrasts for the evaluation. The following results are found: 1. The educational meaning included in environmental management is a rule that can be obeyed as part of environmental behavior. It also provides information and incentives for the change of behavior. 2. The mode of continuous improvement can be a mode of self-inspection and improvement in education. 3. The willingness of school authorities is the most decisive factor in affecting the success of environmental management and education. 4. The vocational and technological colleges and universities have shown a comparatively-obvious negligence of courses related to environmental education and measures in environmental management. 5. Students do not have an adequate understanding of the information about the measures their schools have taken about the environmental education and management, because of a lack of communication and feedback. 6. Because many vocational colleges have been, or have been seeking to be, promoted to be universities, the need for capacity space has increased greatly. But because it is difficult to acquire more land, and most of the land acquired has been used for high-rise buildings, the space able to be operated ecological grasslands and habitats is relatively compressed. 7. Most of the personnel in charge of campus environmental management and education have environmental-engineering backgrounds ore related licenses, but they are not necessarily familiar with the operation of environmental education. 8. The school units in charge of campus environmental management and education can follow the development of Environmental Protection Center of National Taiwan Normal University as a mode, and develop from an environmental education center into an environmental protection center that is capable of environmental education and the promotion of environmental management and the continuous development of a sustainable campus.
