But in practice, there are usually potential relations exiting between the alternatives. For example, if alternative A would not be implemented, alternative B cannot be executed or will be less effective. As the result, in order to make the priority ranking of the alternatives and to get the better outcome overall, we have to consider the relationships between the alternatives, analyze their potential relations. In this study, ISM was used to analyze the hierarchical relationships between alternatives; Fuzzy Inference was used to evaluate the priority 0-1 of them; and Function Principle was used to establish the fuzzy inference rules. It is more objective and more logic to substitute the traditional and subjective way to establish the fuzzy inference rules. For the case study, the operating strategies of THSR(Taiwan High Speed Rail) were applied. We adopted the SWOT analysis method to formulate seven operating strategies at first, and then we formulate the two-stage evaluation model to analyze the priority of them. The first stage is to use “alternatives hierarchy analysis model” composed of ISM and Fuzzy Inference to evaluate the relations between the alternatives. The second stage is to use “the same hierarchy alternatives ranking model” established with Fuzzy TOPSIS to give the overall ranking of alternatives, if there are exceeding one alternative in the same hierarchy. The results show the priority: “the establishment of Transportation Transit Center” “the integration of other rail system operations” “the establishment of ATIS” “the strategic alliance with varied trades” “the operation of the subsidiary business” “the establishment of CRM” “promotion”
