Drought not only influences daily lives, but seriously affects national economy. Therefore, the objectives of this study are to analyze the rainfall characteristics and build a rainfall drought-warning system in Tanshui river basin. The methods include time series analysis, nonparametric statistics, frequency analysis, and kriging method. We chose Shihmen reservoir basin and Feitsui reservoir basin as case studies, applying exceedence probability and fuzzy theory to build a rainfall drought-warning system. The results show that the annual rainfall has no periodicity, and no significant hydrologic drought in Tanshui river basin. In general, west along the coast is the most drought area, and the Tahan river basin is drier than other basin in Tanshui river basin. Besides, the rainfall drought -warning system built by this study can really react to hydrologic drought.
